For the second time, El Paso County Commissioners left open the question of whether to keep Segundo Barrio intact in the historic district designation. Last week, County Judge Ricardo Samaniego and commissioner David Stout voted to approve an amendment to include portions of Segundo Barrio that were left out in an earlier vote. Half of Segundo Barrio has been included to the Downtown Historic District.
Community members want the historical designation to include what is generally accepted as the Segundo Barrio, a section of which was left out by the previous county commissioners vote.
Commissioner Stout brought forth an amendment earlier this week to include the rest of the neighborhood in the historical designation. His measure was defeated by commissioners Vince Perez, Carlos Leon and Carl Robinson.
According to an email sent to the news media by historical preservationist, Max Grossman, the County has decided to put the item back on the agenda for further discussion on Monday, June 29, 2020.
